Responsibilities:

Department Support

  • Report to the commercial manager.
  • Contribute to the preparation of tender documents for FEED and Tenders.
  • Review the estimate and prepare commercial and contractual qualifications for FEED and EPC Tenders, liaising with lead estimator and Sr. Legal counsellor.
  • Liaise with the tender team to close out the commercial and contractual qualifications with Client.
  • Review the tender project schedules prepared by planner.
  • Provide support / guidance as needed to the project team in areas related to project control.
  • Participate in risk review meetings for tenders.

When assigned to Project

  • Report to the project manager.
  • Lead the project control team and be responsible for the project control functions (planning, cost control and contract management).
  • Establish documents in accordance with the start-up plan for the project.
  • To support the project manager and other management team with details / analysis as required for efficient execution of the project.
  • Identify areas for cost optimization and ensure that the project is executed within the budget and schedule.
  • Review the cash flow and liaise with corporate treasury to ensure sufficient cash flow and hedging as needed.
  • Responsible for project schedule and see areas of potential delay and suggest mitigation measures.
  • Be responsible for internal and external reporting of project status (cost, schedule and contractual).
  • Ensure that the project scope is executed in accordance with the contract requirement and change management process is complied with. 
  • Ensure adherence to internal procedures and guidelines.

REQUIREMENTS:

  • +15 years of experience in Oil & Gas / FPSO projects and +10 years of experience in project control functions.
  • Good understanding about Contract Management
  • Bachelor or Master Degree in Engineering
  • Proficient in the use of excel and ability to adapt quickly to new IT tools
  • Effective problem-solving, leadership, communication and interpersonal skills
  • Fluency in English and ability to prepare and present reports
  • Ability to perform overtime work as required
  • Ability to work effectively with people across various cultures
  • Ability to prioritize and switch tasks in a busy and demanding environment with minimal supervision

Act as subject matter expert (SME) for the following systems: HVAC, ACMV; black and clean utilities including chilled water, compressed air, boiler, purified water; waste water treatment plant (WWTP); firefighting systems.

Manage Environmental Management System (EMS) and Building Management System (BMS).

Advise, support and carry out acceptance tests, qualification and validation of utilities equipment.

Lead or participate in investigation, trouble shooting and root cause analysis for various operational events and equipment failures; ensure that all relevant engineering CAPA are completed timely.

Ensure adequate preventive & predictive maintenance to reduce equipment failures while maintaining quality and productivity; ensure adequate spare part inventory to meet critical maintenance requirement.

Work with and supervise vendors/ contractors to ensure installation, repairs or maintenance works of facilities/ utilities are carried out timely and with minimal disruption to operations.

Drive continuous improvement of facilities/ utilities equipment KPI such as % availability, mean time to repair (MTTR) and mean time between failure (MTBF).

Lead or manage change control on utilities-related engineering activities; act as SME to support facilities and utilities modifications and other identified plant improvement projects.

Identify and recommend in the CAPEX plan for any equipment replacement and overhaul based on the existing condition.

Track and analyse utilities usage; perform utilities load evaluation of any new equipment and facility installation/ modification project, providing technical inputs to projects which utilities are involved.

Contribute for related engineering SOP.

Owner of P&ID drawings for the facilities/ utilities system and ensure regular review of engineering documentation and drawings.

Ensure compliance with GMP, regulatory requirements, ISO standards, EHS standards and other relevant policies/ standards, and support audit functions.

Ensure workplace safety and be responsible for notifying Management in a timely manner of EHS/ GMP deficiencies.

Support plant automation, Industry 4.0 and digital manufacturing initiatives.

16

Mentor and train a team of facilities/ utilities technicians.

17

Any other duties and responsibilities as assigned by the Manager.

 

Requirement

1

Minimum bachelor’s degree in civil/ mechanical/ electrical/ mechatronic engineering or equivalent.

2

5-7 years of related experience in manufacturing industries.

 

Excellent knowledge in operation and maintenance of utilities equipment.

3

Well verse in GMP.

4

Good experience in automation and Industrial 4.0 plant will be an added advantage.

5

Fluent in both oral and written in English.

6

Good communication and interpersonal skills.

7

Systematic and able to work under pressure.

8

Excellent analytical and good engineering problem solving skills, workload resource planning and prioritization skills.

An independent self-starter and a strong team player.

Office Administration
