Report to Turnaround Lead and responsible for effectively and efficiently coordinates planning, scheduling, cost estimating, resourcing for turnarounds and unit shutdowns. Ensures turnarounds planning and schedule are optimum and fully integrated to achieve key deliverables

You will be responsible

  • Document turnaround scope collection process. Train key contributors from Operations, Technical, Maintenance, etc. on their roles and expectations in scope identification, collection till scope freeze. Lead & complete scope review and risk assessment.

  • Gather backlogged work orders designated for turnarounds from CMMS during turnaround scope collections.
  • Develop and document planning basis document to outline assumptions, quality requirements, necessary elements of planning, data transfer method to scheduling tool, etc. Conduct and complete detailed planning incorporating all operations, maintenance, investment projects and HSE activities. Oversee overall planning quality and execute planning plan-to-plan.
  • Resource, provide costs estimates and recommend resource requirements to Turnaround Lead.
  • Report planning status, estimated completion dates and preparation status to Turnaround Steering Team on a regular basis.
  • Define and document work packs preparation guidelines (i.e. minimal content, quality expectations, review and approval process, distributions and planning status reporting metrics, etc.)
  • Document scope change and approval process. Incorporate scope changes into work packs.
  • Document scheduling basis (i.e. productivity assumptions, key milestones, reporting needs, information process flow, planning input, integration strategy, etc.) and priorities to define scheduling process. Include the key structural elements of the schedule (i.e. resource coding, WBS, work order numbering, assumptions, key milestones, logic ties, hold points, etc.) and scheduling software interfaces. Set expectations for planning / scheduling team.
  • Establish schedule development milestones (baseline issue, optimization, critical path analysis, level, final schedule, etc.).
  • Lead constructability reviews, critical path analysis, planning and schedule optimization reviews. Ensure all maintenance, investment projects & operations activities are fully integrated and optimized. Test productivity assumptions.
  • Tie hold points to inspection, QA/QC, PSSR and MOC activities.
  • Coordinate with Turnaround Lead to determine daily schedule reporting needs
  • Define and document field schedule progress updating and reporting strategy. Deliver schedule progress training.
  • Coordinate with the Operations to establish system handover schedule and Operations resources need.
  • Collaborates with Procurement and Execution Coordinators, provide supports in contracting strategy, bidding process (i.e. package preparations, bid requests and reviews, etc. Participate in contractors’ mobilization planning.

  • Ensure all mechanical installations, equipment and systems (i.e. pressure vessels, pipelines, rotating equipment and components) are installed and maintained by embracing recognized and generally accepted good engineering practices (RAGAGEP) as basis in activities, guided by relevant established codes, standards, published technical reports or recommended practices or similar documents.

  • Lead asset criticality assessments to recommend effective / efficient inspection and maintenance programs aligned to criticality with respect to safety, reliability, availability to achieve high level of asset integrity & reliability. Collaborate with Inspection Engineer for effective implementation of programs / plans.

  • Active in efforts to enhance asset integrity. Timely reporting and follow-up to safety, reliability and quality issues. Lead, facilitate or participate in deep dives, investigations, root-cause analysis and improvement discussions. Recommend appropriate corrective, preventive or improvements, targeting root causes.

  • Recommend and specify modifications or improvements for execution by project or field maintenance, ensure compliance with management of change process. Actively drive closure of required action items.

  • Represent Maintenance in project events and turnarounds management, from initial planning, scoping, preparations to execution and post event reviews, capturing lesson learnt and closures.

  • Designated as mechanical installations, equipment and systems technical expertise. Provide inspections (both regulatory and asset integrity requirements), maintenance and reliability inputs.

  • Ensure effective and efficient handing over after projects events and turnarounds. Lead, facilitate or participate in pre-start-up safety reviews (PSSR), ready for start-up (RFSU) assessments, etc.

  • Collaborate with Maintenance Coordinator to maintain high quality as-built documentations and related process safety information.

1        Quantity Surveying
